IDEA and Section 504 are different federal frameworks that may apply in school contexts. Whether a particular student is eligible for a service or plan is an individualized decision under the relevant law and process.
IDEA and an IEP
IDEA provides special education and related services to children who meet its eligibility requirements and need special education. The IEP is an individualized written program. Federal IDEA resources explain parent participation, evaluations, and procedural safeguards.
Section 504
Section 504 prohibits disability discrimination in covered programs. The U.S. Department of Education explains protections and educational obligations for students with disabilities in schools receiving federal financial assistance.
